Something similar happens (Or did back in the 80's) in Naval Bootcamp. Sunday church services, if you do not go to church, you stay in the Barracks and clean. I thought that was acceptable for boot camp (I didn't expect them to let those that didn't want to attend church services to go free on the base, at least not during boot camp), but not in this case.
