Aside from being a unsightly the white flies will shouldn't be a problem for peppers, they can create big problems for other vegtables like tomato. Try a light solutions of dish soap (1/2% solution) do not repeat sprays more than a few times without getting a complete washing of the plants as the soap film builds up and can cause other problems.

well, unfortunately the whiteflys (if that's indeed what they were; white fly bugs with black eggs(?) and webbing stuff on the back of the leaves) killed the pepper plant.
I have replanted and am waiting for growth.
we shall see.

It is VERY unusual for white flies to severly damage pepper plants. White Flies don't have have "black eggs" so there must be something else going on. Describe what the plants looked like. Did the leaves roll up along the edges? Were the leaves deformed? It is more likely thrips that have damaged the plants. Were there very small "black" bugs? They sometimes can look like debris from an pencil eraser.

there was "webbing" that looked like a lot of sticky spider webbing, really thick, tiny black dots under the webbing that didn't move (that i could see) and lots of little bugs that were under each leaf; about ___ long and __ wide, that looked like miniature flys or tiny moths, but all greyish white.

the leaves got all dried out (i water regularly) and withered...  i couldn't wipe the crud off the back of the leaves (as after this infestation the leaves were really weak).

New peppers haven't sprouted yet; might have to wait till late spring.

and these bugs didn't touch my chives, basil, or oregano.

any ideas are greatly appreciated.

Still not sure that White Flies were the problem. The webbing can be from several kinds of pests and the black dots are probably frais (insect poop). White flies will feed on pepper but usually lay eggs on other plants.
